Elie Beatty was president and cashier of the Hagerstown Bank. Beatty was a prominent citizen of Hagerstown, Maryland, having served as assistant postmaster, bank president, and a member of the Hagerstown Academy's board of directors. Postmark is light and appears to be no outer rim.  However, 1830 date precedes no outer rim postmark.  Under magnification, tiny lines from an outer rim are visible.
